Homelessness Prevention and Rapid Re-Housing Program (HPRP)
HPRP is a HUD program that was created through the American Recovery and Reinvestment Act (Recovery Act). The purpose of HPRP is to provide homelessness prevention assistance to households who would otherwise become homeless, and to provide assistance to rapidly re-house persons who are currently homeless. HPRP will provide temporary financial assistance and housing relocation and stabilization services to individuals and families who are homeless or would be homeless but for this assistance (HPRP RFA, 2009).
The North Carolina Office of Economic Recovery and Investment (OERI) in partnership with the North Carolina Department of Health and Human Services (DHHS) and the North Carolina Housing Finance Agency (HFA) will administer the Homelessness Prevention and Rapid Re-Housing Program (HPRP) non-entitlement funds throughout North Carolina. All three State organizations will work together to ensure the funds achieve the desired goals and HUD's reporting requirements are met. Entitlement communities are encouraged to contact the North Carolina Coalition to End Homelessness for updates and further information.
As the HMIS of record for the Balance of State and the majority of the state's CoC's much of the information needed for tracking HPRP compliance will be maintained in the CHIN system. CHIN is working cooperatively with The North Carolina Office of Economic Recovery and Investment (OERI), North Carolina Department of Health and Human Services (DHHS), the North Carolina Housing Finance Agency (HFA) and member agencies to enable compliant tracking.
